Are EPC targets creating property prisoners?

The weekend Telegraph have run an article entitled ‘Eco targets creating ‘property prisoners’

It can be seen here, and is commenting that the drive towards more energy efficient properties ‘could make their less valuable thanks to the Government’s “flawed” Energy Performance Certificate system’

It is concerned that  the current EPC system is driven by bills, rather than carbon output.  Consequently, anyone installing energy efficient heat pumps, rather than gas boilers, will see their EPC rating drop.  This is because anything powered by electricity will score worse that gas heating, being some 3 times more expensive that gas.

The article also cites frustration with the Governments’ lack of progress on improving the EPC regime, in spite of holding several consultations.
